中新网评:处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。
资料图:日本福岛第一核电站。2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
齐河县搭建“四大平台”推动党员教育提质增效****** 作者:曹志亮、王慧敏(中共齐河县委组织部) 近年来,齐河县坚持把加强党员教育作为党的建设的基础性工作,以加强阵地、课程、师资、宣教四大平台建设为抓手,着力构建体系健全、富有特色、学用一体的教育机制,持续推进党员教育提质增效。 一、加强“阵地平台”建设,搭建多元培训载体。持续挖掘红色教育资源,倾力打造党员教育阵地平台。一是高标准建设齐河县委党校新校区。按照“超前谋划、着眼未来、科学实用、务求实效”的理念进行规划建设,党校新校区占地52亩,建筑面积2万平米,设置办公楼、教学楼、学员公寓楼、餐厅楼四个主要功能区,图书室、阅览室、党建书吧、党建活动室、健身房、职工活动室、档案室等功能室一应俱全,能满足1600人同时培训、500人同时食宿。二是规范乡镇(街道)党校建设。先后出台《齐河县乡镇(街道)党校管理办法》《关于开展乡镇(街道)党校(党员教育中心)“擂台比武”暨评选县级规范化党校活动的实施方案》等,扎实推进乡镇(街道)党校实体化、规范化建设。加强硬件设施建设,按照“五室八有五上墙”的标准,规范乡镇(街道)党校教学场所。完善机构设置,为每个乡镇(街道)党校落实2个事业编,同时,将所需经费列入同级财政预算,县管党费给予一定资金支持。整合优势资源,每个乡镇(街道)党校打造了3处以上现场教学基地,并配备讲解员。三是打造红色教育矩阵。以“担当”为主题,以情景体验为主要表现形式,打造齐河党员教育体验基地,运行以来先后接待参训人员3000余批次、13万余人次,成为山东省委党校在德州市设立的第一家现场教学基地。依托鲁北第一个农村党支部“后里仁庄党支部”,建设党史学习教育基地,形象真实地展示齐河地方党组织发展的全过程,启用以来接待参训党员干部300余批次、9000余人次。同时,对全县各类红色资源进行整合,把革命烈士纪念馆、国防教育基地等分散的红色场所串联起来,每个点提炼一个主题,打造具有齐河特色的“红色教育矩阵”。 二、加强“课程平台”建设,提供丰富教学内容。坚持“围绕党的建设需要、围绕经济社会发展需要、围绕党员干部个人需要”设置课程,致力于提升党员干部的理论素养和能力水平。一是抓好理论教育和党性教育课程。坚持习近平新时代中国特色社会主义思想的统领地位,主体班次中理论和党性教育的比例占总课时70%以上。开展形式多样的党性教育活动,举办“红色教育进社区”“红色文化进校园”活动,把红色教育送到党员群众身边。举办“红齐”微党课大赛,推选优秀党课15部。二是抓好能力提升课程。每年开设全县中心工作解读课,讲解宣传全县的中心工作和县委县政府重大部署,解决工作思路问题。开设“提升执政能力”专题教学课程,包括提升科学决策能力、政治领导力、公共服务能力等讲题,共梳理能力提升方面的专题课30余个。三是抓好现场教学课程。开展现场教学调研活动,挖掘教学资源,提炼形成教学模块,目前已开发经济开发区跨越发展教学模块、乡村振兴教学模块、红色齐河教学模块等7大模块、60个现场教学点。2022年以来,已开展了20余场现场教学,1200余名基层党员参加了现场培训。 三、加强“师资平台”建设,持续壮大师资队伍。狠抓师资队伍建设,探索建立“党校专职教师、本地兼职教师、外聘客座教师”三位一体的师资力量格局。一是强化县委党校教师队伍建设。实施“人才兴校”行动,每年通过招考为党校引进专业硕士以上人才1-2名,为党校增加9个编制,编制总数达到37人。实施“诵、读、讲”三位一体的教师素质提升工程,每季度开展一次“朗诵活动”,每周三、五下午为集体阅读日,每季度开展一次集中试讲活动。加大教师培训力度,组织教师到重庆、延安等地学习先进经验,到中央党校(国家行政学院)、山东省委党校进修学习,确保每人每年接受10天以上培训。二是拓展兼职师资队伍。整合全县资源,选聘政治素质过硬、理论水平较高、善于课堂讲授的党政领导干部、企事业单位领导人员、优秀农村党组织书记和先进典型人物,担任党校兼职教师,兼职教师人才库已达到300余人。同时,严格落实领导干部上讲台制度,县领导和各机关事业单位主要负责人,每人每年至少到党校主体班次讲1次课。三是挖掘上级和外地师资力量。用好省级“名师送教”师资库,对接德州市委党校专家库,今年以来,邀请省市有关单位领导专家30余人次来齐授课。扩大选人视野,开设“齐河大讲堂”,定位“前沿、实用、权威”,邀请中央部委、高等院校、科研院所等知名专家学者来齐河作专题报告,围绕新旧动能转换、舆情处置、政务服务等主题,邀请20余名专家进行授课。 四、加强“宣教平台”建设,大力提升培训实效。坚持把开展宣教工作作为党员教育重点工作,不断提升培训质量和覆盖面。一是抓好主体班次培训。坚持把主体班次教育作为基础性工作,不断探索主体班次提质增效措施。2022年以来,先后举办城市社区党组织书记培训班、全县科级干部进修班等班次15期,培训党员干部2000余人次,同时,积极承办省级培训班,先后承办全省乡村振兴专题示范培训班1期、全省2022年度村党组织书记示范培训班3期。二是持续办好“巡回党校”。为提升党员培训的覆盖面,创建了实体化运行的“巡回党校”,变“等学员上门学”为“走下去上门讲”,让全县基层党员就近接受党校培训。近年来,根据运行效果不断优化调整教学点,目前共设立了120处村级教学点和11处县直机关企事业单位教学点,2022年以来,开展培训130余场次,培训党员1万余人次。三是用好新媒体平台。积极整合各类媒体资源,先后开通齐河党建公众号、齐河党建视频号、红齐党建抖音号等新媒体平台,推出“红齐云课堂”党建宣传品牌,开设我来讲党课、党务知识我来讲、我与灯塔共成长、党的二十大每日一学小课堂、我的基地我来说等栏目,让党的声音传得更开、传得更广。 (文图:赵筱尘 巫邓炎) [责编:天天中] 阅读剩余全文() |
